No, it's a group of islands. There are some volcanoes, but the real reason is part of the population can create and manipulate fire.

Volcano? What's that? [They don't have those in Agrabah]

It's like a mountain, but there's basically liquid rock inside that's super hot. Sometimes they erupt and it can be pretty destructive, but usually they're safe to be around as long as you're not being an idiot and getting too close to the lava.
